Worldwide Sci-Tech Exchange and Cooperation


On June 27th, 2007, Wang Beijiao, Director of Wenzhou Municipal Science & Technology Bureau (WMSTB) held talks with Mr. Rainer Zoubek, Head of the Vienna Fund for Promoting Economy(Wiene Wirtschaftsförderungsfonds)in Wenzhou on the construction of China Austria Technology Park (CATP). The park,
 
located in Vienna, Austria, is a project supported by the governments of both China and Austria, aiming to strengthen the tec- hnical cooperation between the two countries. The project will offer a base for Chinese enterprises’ technical development in Europe and now is under quickened construction.
 
In 2007, a delegation of local enterprises organized by the WMSTB, paid a visit to the US for a twelve-day investigation of science and technology. During the visit, the investigation group visited among other places Business Technology Center and Internati- onal Business Incubator of Los Angeles, through on-the-spot investigation studied their advanced management methods and experience in technological innovation.
 
In May 2008, the Wenzhou Municipal Government Delegation headed by Wang Beijiao, Director of the WMSTB, visited Austria. On May 29, the Wenzhou Municipal Government and the Municipal Government of Vienna signed a letter of intent for deepening cooperation in energy, automobile manufacture, biotechnology, city supply guarantee, traditional Chinese medicine etc, and for mutual development.
 
During the visit, the two cities reached a consensus on constructing the Sino-Austria Science & Technology Park, and signed a cooperation agreement. The two sides agreed that Vienna should provide land and jointly invest with Wenzhou for the Park, and that China’s high-tech enterprises would be invited to settle there. The Park is a project jointly proposed by the Ministry of Sci- ence and Technology of PRC and the Austrian Federal Ministry of Transport, Innovation and Technology in 2004, and started in Vienna in April 2006. Approved by the Ministry of Science and Technology in July 2007, the Wenzhou Municipal Government began to participate in the construction of the Park.
 
From 28th March to 9th April. 2009, Wang Beijiao visited Italy as a member of the Wenzhou Municipal People’s Government delegation. During his stay in Italy, Wang signed an agreement for establishing friendly relations between Wenzhou and Napoles, and assisted in the establishment of the Italy-Wenzhou Wide-Ranged Development Association, which will serve as a bridge for exchanges between China and Italy in culture, science and technology, economy and trade. On behalf of the Wenzhou Munic- ipality, Wang also signed an agreement for Sci-Tech cooperation with the Council of National Research (CNR) of Italy. At the same time, an agreement was concluded for technical cooperation in application of POLYFEM patent with the patent owner in Italy. According to the agreement, the two parties will make joint efforts to spread in China the application of the technology of solid waste regeneration, innocuous treatment of flying ash and degradable biological ground film as well as to promote the tech- nical cooperation in environmental protection between the two countries The sci-tech projects included in the above agree- ments will provide opportunities for Wenzhou' enterprises and its overseas Chinese to turn to invest in the high-tech industry from existing trade and catering service so that their industries are upgraded.
 
On June 19th , 2009, the three day Wenzhou Tech Fair was held in Wenzhou City. At the fair, 1225 booths were set up, nearly 10,000 technical achievements released and 9 forums and seminars held. The fair is featured by the display and trade of extra- territorial and foreign tech achievements and those in the domestic military industry. Among the exhibitors are more than ten institutes from Russia and Italy and ten universities from Hong Kong and Taiwan as well as overseas Chinese scholars born in Wenzhou. They totally provided more 300 items of operative technologies. At the fair, local enterprises reached agreements for 11 items of sci-tech cooperation projects and another 19 agricultural ones with universities or institutes from Hong Kong, Taiwan or foreign countries, and those on the Chinese mainland. The fair totally received 120,000 visitors and the concluded tech cont- racts (agreements) amounting to RMB 4.5 million.
