To strengthen China's capacity for independent innovation, favorable conditions provided by opening-up to the outside world must be fully utilized, and international and regional Sci-tech exchange and cooperation must be diversified.
Scientific research institutes and academies, higher-education institutions should be encouraged to establish joint laboratories or research and development (R&D) centers in cooperation with overseas R&D institutions, support should be given to international cooperation projects within the framework of bilateral or multilateral Sci-tech cooperation agreements, and a mechanism for Sci-tech cooperation between the Main Land and Hong Kong, Macao, and Taiwan should be set up to strengthen communication and exchange.
Chinese enterprises should be supported to “go global” to expand their export of both high technology and high-tech products, and they should be encouraged and supported to set up R&D institutions or industrialization bases overseas.
Actively take part in large international scientific projects and join international academic organizations. Chinese scientists and R&D institutions should be supported to participate in or initiate large international and regional scientific projects. A training system should be established to facilitate Chinese scientists’ participation in international academic exchange, and they should be supp- orted to take leading positions in important international academic organizations. Multi-national corporations should be encouraged to set up R&D institutions in China, and favorable conditions will be provided for setting up headquarters or offices of important international academic organizations.
