The Wenzhou Municipal Science and Technology Bureau (WMSTB) is part of the Wenzhou Municipal People's Government. The Bureau administers the city's science and technology. The mission of the Bureau is 1. to implement the laws, regulations and policies for science and technology of the Party, the state and Zhejiang Province; to formulate and implement the policies and measures for the administration of science and technology and the protection of IPRs; to organize the formulation of the city’s medium- and long-term development plans for science and technology; to organize the formulation and implementation of the long- and short-term plans of new- and high-tech industries and their zones; to direct and manage, in cooperation with related departments, the use of funds for sci-tech risk investment, such as those for technology innovation of municipal science and technology-intensive SMEs. 2.to formulate, in cooperation with related departments, the polices and measures of sci-tech system reform and technological innovation; to direct and supervise the system reform of the city’s scientific research institutes; to guide the work of technologi-cal markets, sci-tech intermediaries, private sci-tech research institutions and enterprises’ R & D organizations; to organize and coordinate technological trade; to take charge of the work of city’s sci-tech innovation systems so as to promote the construc-tion of sci-tech service systems. 3. to organize the formulation and implementation of the sci-tech plans of the city’s industry, agriculture, social development and software science research; to organize and implement the sci-tech plan projects, assigned by the state and Zhejiang provincial sci-tech administrations, for key sci-tech problem-tackling, Torch Program, Spark Program, trial-manufacture of new products, sci-tech achievements popularization, etc.; to organize application for establishing projects concerning constructing provincial key labs, new- and high-tech R&D centers, distinctive new- and high-tech industry bases; to organize the application for establishing the projects and the implementation of those established regarding the technological innovation funds for science and technology-intensive SMEs, and the state agricultural sci-tech achievements transformation funds; to take charge of the authe-ntication of city-level new- and high-tech enterprises, products and projects, and organize application for the authentication of provincial new- and high-tech enterprises; to guide and supervise new- and high-tech industry zones. 4. to coordinate and administer the city’s work of protection of IPRs focused on patents;to take charge of the city’s patent law enforcement and patent technology implementation and popularization; to offer professional guidance to patent intermedia-tes. 5. to take charge of the centralized administration of all the Wenzhou’s foreign affairs in science and technology; to formulate and implement the plans of sci-tech exchanges and cooperation; to coordinate the city’s sci-tech exchanges and cooperation with foreign relations; to participate in the evaluation for establishing the city’s major technology import projects; to examine and verify, in cooperation with other departments concerned, independent import and export rights vested in scientific research institutes and new- and high-tech enterprises 6. to take charge of the evaluation, encouragement and application of the city’s sci-tech achievements, the administration of sci-tech secrecy, archives, statistics and sci-tech information., the centralized administration of the whole city’s authentication and register of contracts for technology. 7. to take charge of the formulation and to organize the implementation of the city’s medium- and long-term planning for prote-ction against and mitigation of earthquake disasters; to guide the city’s work of earthquake monitoring and prediction, protection against and mitigation of earthquake disasters, and the related publicity and education; to administer the whole city’s digital seismic precursor networks and seismic safety evaluation; to examine and approve the standards for earthquake protection of major construction projects. 8. to guide and coordinate the sci-tech administration of all the municipal departments and counties, county-level cities and districts; to promote, in cooperation with related departments, the city’s development through science and technology and its sci-tech progress; to organize and coordinate the city’s science popularization. 9. to participate in the administration of the city’s sci-tech personnel, including their training and professional title evaluation; to assist related departments in their talent import. 10. to undertake other tasks assigned by the municipal government. (Other relevant departments of the government are also responsible for a small amount of the work except the above and partially related to science and technology.)
